The steam oven needs a steady water supply to feed its steam generator. Either a refillable reservoir or a plumbed water line fills an internal tank, and a level sensor tells the control when water is present. This alert is the control reporting that it cannot confirm adequate water at the start of or during a steam cycle, so it pauses heating to protect the steam generator from running dry.
